What is a
Professional Civil Engineer and why would I need one?
Civil Engineering is the oldest of the
Engineering categories. Once upon a time
Civil Engineering and Architecture were the only two categories for land
development. Now engineering is divided
into several categories or specialties including mechanical, structural, electrical,
aeronautical, nuclear, fluids, computer and mathematics, environmental,
etc. Civil Engineering still includes some
Architectural, Surveying and several of these specialties including structural,
electrical, fluids, environmental, etc.
You will need a Professional Civil
Engineer if you wish to develop or redevelop a site or make certain
improvements to an existing site.
Professional Civil Engineers in the
preliminary stage can help you locate a suitable site, make preliminary
investigations (including what’s called ‘Due Diligence’), identify flood zones,
soils, possible endangered species, traffic loading on surrounding streets, set
up and attend Developmental Review Committee meeting(s) (recommended or
required), identify utility issues with the aid of a professional survey, pull
existing plats (if necessary), etc.
Professional Civil Engineers in the
design phase will create a set of plans for submission to the various governing
agencies which may include zoning, stormwater management, utilities, etc. Calculations and reports for stormwater,
fire, utilities (including water, wastewater, electrical), etc. Professional Civil Engineers can, and should,
act as a ‘quarterback’ or mediator between you and the various governmental
agencies and professionals.
After permitting Professional Engineers
can assist or lead in Project Management to help keep your project on track and
within budget. They can also work to
solve construction issues that may delay the project.
Professional Engineers must sign and
seal most any documents intended for construction (Architects may sign and seal
most buildings less than 2 stories tall that don’t exceed the thresholds for
air conditioning, electrical and other items which would require a Professional
Engineer to sign and seal).
This has been a basic description of
Civil Engineering and the role of the Professional Engineer in our
society.

Yes, a Professional Civil Engineer is
necessary in nearly all cases. Additions
modify the setbacks and, possibly uses, of the structure and may modify the
water and sanitary/septic usages.
Setback requirements, water and wastewater and siteplan will be required
as well as calculations for changes to water, wastewater and possibly air
conditioning issues. We also had a
client that had obtained permits but didn’t follow the inspection schedule and
a Professional Civil Engineer was necessary to inspect and report on the
construction of the addition.
I just want to
build a gazebo?
Yes.
Modifications that add a structure require a siteplan, wind loading and
may impact setback requirements. We had
a client that wished to add a gazebo and Orange County Zoning required him to
obtain the services of a Professional Civil Engineer.
Yes.
The pool must be shown on a siteplan and groundwater issues must be taken
into consideration as well as other issues.

about purchasing a site?

a Professional Civil Engineer. They were
dismayed at the issues that came forth during the process of permitting. Environmental, floodzone, traffic loading and
traffic grade of connecting or nearby roads, grade issues for access and
stormwater retention/detention, water and sewer availability are all issues
that can be addressed if a Professional Civil Engineer is used prior to
purchase of a site. Other issues may

At this point a Professional Civil
Engineer is definitely required. A full
set of plans and calculations and reports must be done as well as attendance at
several key meetings. Identifying the
various governmental agencies and the restrictions due to zoning and road
loading and classification as well as floodzones, soils, possible endangered
species, possible contamination on site or from nearby sites and other issues
are necessary right at the beginning.

and attending a Development Review Committee meeting at the earliest possible
time in order to better determine what will be required.
